Just wanted to circle back and post the rest of that Open Government Commission discussion and vote which also includes an impassioned speech about not punishing people who are using the OGC to, I dunno, create unnecessary busy work for City Staff:

  1. Tilos is a shit chairperson. I appreciate that he’s volunteering his time to engage in civics, but he’s basically making things up on the fly and not enforcing Rosenbergs’ Rules of Order. I admire Serena Chen’s ability to suppress her laughter.

    Besides that, everyone’s dancing around the elephant in the room – Jay Garfinkle (and Carmen Reid especially) have been intentionally sandbagging the city office with ridiculous PRAs to slow down the process. If you want to know why it’s been taking 3-4 months to get responses from PRAs, look no further than Carmen and Jay for clogging the process. Carmen Reid even accidentally sent out an email to someone, encouraging them to slow down city staff by putting in these PRAs. There needs to be accountability. “Deny and unfounded” is absolutely appropriate here.

    • it must be a prerequisite to be able to ramble on and on over things that should take a couple minutes to cure. do we really need a time clock for each member to try to control how long they can go on before getting to the point. maybe the council should be putting people on boards or commissions that can be concise and make thier point without all the rambling.

      • What’s even the point of a time clock when no one abides by it, and the Chair arbitrarily decides to add 1 minute for everyone to bend over backwards for Carmen “ummmmm uhhhh ummmmm uhhh ummmmmmmmmm Reid”, and the city clerk is just ignoring it all because it’s not worth her Monday night. The OGC is a shitshow, even Trish Herrera Spencer could run better meetings.

  2. What is this commission even for? Do other cities have these? I’m baffled. Is the issue with the hapless Carmen [insert last name] or the whole thing?

  3. I’ve been hearing about the OGC from people around town who normally don’t pay any attention to it. Admittedly, after we got it up and running,I turned my attention elsewhere also. It has been distressing to watch the last three meetings. Seems like the council deliberately chose to appoint members whose claim to fame is based on the inordinate amount of time they can take to talk around, below, above and aside the issue at hand. Instead of a timer, how about, one, a rule that says if one can’t present the basic position and motion in 25 words or less, the member can’t take the floor. Two, No member can present backup information for discussion that is longer than one side of an 8 x11 sheet, regular print. Montgomery was refreshingly succinct. LaPilato was disappointing when she hid behind her profession to try to avoid seconding. Really, it’s not a hanging offense to second, even to second something you probably won’t end up voting for. Sorry about name errors, can’t see them on the video.
