So as the GSA wrote in their last letter to the SHPO

The National Register Bulletin is quite clear about the integrity assessment part, I also found this link to the Register Bulletin on evaluating integrity:

The 1996 Page and Turnbull nomination did just that, they evaluated the integrity within their narrative:

That none of this stood out to SHPO or AAPS when they were reviewing the document is shameful. I mean, Chris Buckley of AAPS has plenty of time to photoshop in huge Borg cubes on to Park Street frontages to demonstrate how out of place a grey rectangle with the words “New building” on it would look on Park Street but apparently not enough time to stop Carmen Reid from adding AAPS’s name on this error-riddled nomination.
That application is shameful and riddled with so many errors. How it got all the way up to a state hearing is bewildering, and really casts the SHPO staff in a poor light for their apparent lack of fact-checking. I hope AAPS makes an effort to publicly denounce this – for years they have been a respectable organization dedicated to preserving Alameda’s victorians, but the last few months they are allowing themselves to be hijacked by an individual who is tarnishing their integrity.
